“Made in the field, there are still many workers with low income that have not been registered or even difficulties in accessing BPJ use due to various economic limitations, especially informal workers and micro sectors,” said Nurhadi, in his statement cited on Sunday, June 8, 2025.

Nurhadi said that the limitation of BSU 2025 receptors had the potential to leave the most vulnerable group of workers beyond the assistance range. “In fact, those who really need financial support actually threatened to receive assistance because they have not registered with BPJ,” Nurhadi explained.

In addition, he said the phenomenon of many companies that did not register their employees as BPJs participants. Therefore, the requirements for BSU recipients must have BPJs employment are considered inappropriate.

“Without mentioning the threat of layoffs, if you have no employment of BPJs, employees who even meet decades do not receive compensation wages or salaries,” Nurhadi explained.

According to the data of the Social Security Organization Agency (BPJ) of labor or BP Jamstek, there were 39.7 million active participants as of April 2025. That number decreased compared to the position as of March 2025, which was 40.2 million people. Then, the December 2024 position was 45.22 million people.

Nurhadi also suggested the distribution mechanism of BSU and RP. 600 thousand must be accompanied by a strict supervision system. Therefore, assistance is correct in the objective and is not badly used.

“However, the most important thing is that there is the need for advances so that access to the participation of BPJ and other social protection programs can be expanded, including informal workers that have been difficult to achieve,” said Nurhadi.

In addition, Nurhadi said the economic stimulus program as BSU was important. However, he recalled that it should not be a partial solution that only benefits a small number of workers.

He said that the government must seriously evaluate and improve the system so that all levels of society need social assistance really need it, without exception.

“The strengthening of social protection must be a national priority, especially in the era of world economic uncertainty. It does not allow the assistance program to become a new inequality source that adds to the burden of small people,” said Nurhadi.

Kerutin said his commitment wanted to express work protection, especially for BPU workers. He said that the importance of the employment of BPJ for workers in the informal sector, such as farmers, merchants, fishermen, workers of the creative economy, other independent workers.

According to him, Employment Social Security is not just for office workers. Nurhadi said that employment guarantees are also a right for all workers in several fields.

As is known, the Ministry of Manpower (Kemenaker) has established the requirements of BSU receptors in 2025 through the Minister of Regulation of Manpower (Permeenaker) number 5 of 2025. First, Indonesian citizens (WNI). Second, active employment participants BPJS.
